Why is this novel often considered the "forgotten tale"?
Both Vampyre and Frankenstein were the survivors of a story writing contest but Vampyre is not nearly as acknowledged

You answered your own question. Polidori's "The Vampyre" was successful contained by its own time and influenced later vampire tales, but eventually fell from popularity and is not well certain today. It's considered a "forgotten tale" because it has largely been forgotten by the public.
Incidentally, "The Vampyre" is not a novel. It's a short story, with the sole purpose about 10,000 words long. It's available online through Project Gutenberg: http://www.gutenberg.org/etext/6087
It's because John Polidori's talent has been over-shadowed by other writers. For example, Bram Stoker is always given the credit for creating the modern vampire account, (a handsome, English aristocrat, other than an evil, unattractive entity), whereas because John Polidori is less popular, he is often overlooked by society, so "forgotten" is what people refer to him. A lot of people forget that minus his influence, we would not have the vampire as we know it today.
