I guess it would depend on the person. How well do you analyze their writing? How original do you have need of to be? How are your skills now and where should they be? Simple art done right can outshine complicated art done wrong.
Sure, if that's how much you want to read. I'm currently reading two books right now, but there's no way I can find the time to read 1 book a week, lol. Yes, reading is fundamental to writing well, because you swot up from successful authors how they did it as well as writing styles. I've heard Stephen King's book On Writing is good to read for aspiring authors. In reality, his advice is that to be successful you need to read a lot and practice abundantly. He's a full-time author and says he writers for 6 hours every day, and not writing regularly and everyday can hinder your likelihood of becoming a full-time author, because without a book complete then you're not going to get compensated.
Good luck. Make sure you read Jane Austin's Pride and Prejudice, because she does a good job of creating very complex characters, and you can swot from her writing how she did it.
