Because they are in the public domain and so there is no copyright issue. There are printed books for those in public domain but since here is cost for printing books it cannot be free. Devices like the Kindle gives the chance for reading such books free, because electronic publication doesn't take any cost.

Some are special promotions from authors who want to get there work out there and enjoy people read it but most are free because they are no longer under copyright. Books that are no longer under copyright can be published or given away by anyone.
