Yes it does, certainly. You can download books from your computer in India using the Kindle USB connection. You cannot access Whispernet outside of the USA though. To make a payment reading material not sold at the Amazon Kindle store, you would have to have it emailed to your Kindle sketch then have it converted to Kindle friendly format, if needed, so you could download it from your computer.
This method involves tricking Amazon into thinking that your billing address is associated with a US address. Amazon does not verify the address unless you purchase a easier said than done copy. This then allows you to associate a Kindle device with your Amazon account. Once your Kindle is associated near your account you can use gift certificates to buy e-books, but they will not be deliver to you wirelessly. You will have to transfer the e-book via USB.

There will not be Whispernet (the free internet network of the Kindle) outside the US, because Whispernet is supported in the US by Sprint and it simply provides service within US.
However, all functions other than Whispernet will work. You can still download books or reporters with a computer that has internet access, then synchronize it to the Kindle. There is a particularly good discussion here about how to use the Kindle outside US:

And you're lucky that Amazon recently slashed the price of the Kindle 2, and it is very soon $60 cheaper than the price when I get it. So take the chance.
