Answers:
yes kindle books can be bought on amazon
If you’re outside the Whispernet service area (either inside the United States or when traveling internationally), you can still buy content from the Kindle Store and access your Kindle items Archived on Amazon.com through your computer and transfer them via USB to your Kindle.

Whispernet (Wireless connectivity) service is currently available only in United States. So, you will involve to purchase the Kindle content from your computer and download it to your Kindle with the help of the following steps:

To connect Kindle to your computer, plug the larger end of the USB cable into an available USB port or a powered USB hub connected to your computer. Then connect the other expire of the USB cable to the micro-USB port on your Kindle.

To download items from Amazon.com:

Yes, you can use it. It only lacks the whispernet wireless connectivity, all remain impossible to tell apart.

I'll suggest you to read this review too if you are thinking of buying one. It is the best one among all those I've read:

Yes, you can do it and the transfer can be free of charge. Not only the Kindle books but also your personal documents. Below is an extract from the Kindle 2 sale page about the steps:

Kindle makes it easy to pocket your personal documents with you, eliminating the need to print. Each Kindle have a unique and customizable e-mail address. You can set your unique email address on your Manage Your Kindle page. This allows you and your approved contacts to e-mail Word, PDF documents, and pictures wirelessly to your Kindle for a small fee--see details. Kindle supports wireless delivery of unprotected Microsoft Word, PDF, HTML, TXT, RTF, JPEG, GIF, PNG, BMP, PRC and MOBI files.

In complement to the existing experimental support of PDF, you can also send DOCX files for conversion. Some complex PDF and DOCX files might not format correctly on your Kindle.

If you would like to download your personal documents for free, or if you are not in a wireless nouns, you can send attachments to "name"(a)free.kindle.com to be converted and e-mailed to your computer at the e-mail address associated with your Amazon.com account login. You can later transfer the document to your Kindle using your USB connection. For example, if your Kindle email address is Jay(a)Kindle.com, send your attachments to Jay(a)free.kindle.com.
It is only the Whispernet (the free 3G internet access) won't work outside the US. But other functions will still work without the Whispernet. You can buy it from Amazon through computer, and copy the book to the Kindle through USB cable, as long as you've a US credit card and shipping address...

See the interrogate "Is Kindle available to customers outside the United States?" here:

There is also a good discussion here, about a person using the Kindle contained by Philippines. It should work the same everywhere outside the United States:
