I'm sorry to say that the Kindle isn't available in the Philippines. Right now it is simply sold within the United States, see the question "Is Kindle available to customers outside the United States?" here:

So even if you find a way to attain the device, it will be a headache to get the Kindle books on it, as you still need a US credit card and shipping address with your Amazon statement in order to get files.
I'll suggest you to go for the Sony Reader instead, which is the best alternative of the Kindle. There is a good review here:

You may get the device from Amazon too. They provide international shipping at a credible price.

2nd gen already available from amazon. dont really know if you can use kindle in the phils. okay for sure you cannot use the wireless connectivity here, because the network is not available. but you can buy and download it to your PC, later transfer to the kindle via USB.
