You need to have a US credit card and a US shipping address surrounded by order to buy the Kindle... Read the section "Is Kindle available to customers outside the United States?" here:

So even if you can get the Kindle device, it will still be headache to capture books on the Kindle because it still need US credit card and delivery address to buy e-books on it.
I'll recommend the Sony Reader instead. It is the best alternative of the Kindle. There is a good review here:
