You have to buy books. The Whispernet which provide internet access for the Amazon Kindle is free, but you still need to buy the books. If books on the Kindle are also free, I guess the Kindle's sale will become uncontrollable. Because the price you need to pay for buying twenty physical books can already cover the price of a Kindle device, and any extramural books on your device are free. That's really quite impossible ;)
However, Amazon's Kindle store provide thousands of free books in the public domain. There are also some website providing free books for the Kindle. Like this site, it provides over 20,000 free books readable on the Kindle:
