Once I download a book for my Amazon kindle, is it available to read even where on earth in attendance is no wifi exchange cards?
Is the book actually downloaded on the device?
i will be in the US for about 6 months later coming back to Canada; but Canada does not have the kindle available yet.

Yes, once you got books on your Amazon Kindle, you no longer obligation to have internet access and you're able to read them.
And even if you're in Canada, you can catch books on your computer and copy them to the Kindle through USB cable. You can see the section "Transferring Files Via USB" here in the official page for details:

Yes, once you purchase a book on your Kindle, it stays on the Kindle whether or not you enjoy wireless access.
Note that Kindles don't use WiFi, instead they use a different wireless technology more similar to what cell phones use. So that means your Kindle will usually be able to download anywhere cell phones work.
Also note that if you bring the Kindle to a country where on earth it is not available, you won't be able to use its wireless to download anything - but as I said above, you'll still be able to read anything already on it.

If you use an Amazon account near US credit card and shipping address, you can even buy any books you want from Kindle store and download to your computer, then transfer it to your Kindle. This is like the method used when a US ancestors travel to other countries.
So if you have a friend in the U.S., you can send the connection of the Kindle device or Kindle book that you want to your friend, and ask may be ask them to buy it for you.
And in case you haven't got the Kindle device, pinch the chance as Amazon has recently announced a price slash on the Kindle 2. It is presently selling $60 cheaper than the price I got mine (which is $359 when I got mine).

The Kindle doesn't come with wifi, but the wireless 3G Whispernet. However, even inside the U.S., there are quite deeply of place that don't have the network coverage. For people contained by area without network coverage, they'll do alike thing of either download it into their Kindle first when they're inside network, or download books through computer and copy to the Kindle device.
